Choose a redesign when
The pages load in a reasonable time. Someone on your team can still add a service. The structure is close — home, services, about, contact — but the offer is buried, the photos are old, and nobody can find the phone number on mobile.
That is a messaging and design problem. You do not need a new platform to fix it.
Choose a rebuild when
The homepage takes more than four seconds on a phone. The page builder is discontinued. Plugin updates fail. Adding one page costs a developer day. You cannot get a clean backup. Google Search Console is full of crawl errors you cannot fix without touching core files.
